Short answer
Who can get Kentucky LIHEAP this winter?
Kentucky households with gross income at or below 150 percent of the federal poverty guidelines may qualify for LIHEAP in the 2026 to 2027 season, which is $1,995 a month for one person or $4,125 for a household of four (official limits). (Louisville Metro, LIHEAP) (Kentucky CHFS, FY 2027 LIHEAP State Plan) Fall subsidy enrollment runs November 9 to December 18, 2026, or until funds run out, first come, first served, through your local Community Action agency. (Louisville Metro, LIHEAP) Crisis help for a shutoff notice or a low fuel tank runs from early January until the middle of March. (Kentucky CHFS, LIHEAP)

Your local Community Action agency decides who gets LIHEAP and how much. Benefit Bull is free and never applies for you.
Kentucky runs LIHEAP through the Cabinet for Health and Family Services (CHFS), which contracts with Community Action agencies across the state to take applications and pay benefits. (Kentucky CHFS, LIHEAP) The heating program has two main parts: the subsidy in the fall, and crisis help in the winter for households about to lose heat. (Kentucky CHFS, LIHEAP)
This guide covers both, with the official income table for the 2026 to 2027 season and the appointment path for Louisville (Jefferson County) and the rest of the state. The subsidy runs only while funds last, so timing matters as much as the income limit. (Louisville Metro, LIHEAP)
Who may qualify for Kentucky LIHEAP in 2026 to 2027?

Your household may qualify if its gross monthly income is at or below these limits, which equal 150 percent of the 2026 federal poverty guidelines. (Louisville Metro, LIHEAP) (HHS, 2026 Poverty Guidelines) Gross income means all earned and unearned income your household received in the calendar month before the month you apply. (921 KAR 4:116)
| Household size | Gross monthly income limit |
|---|---|
| 1 | $1,995 |
| 2 | $2,705 |
| 3 | $3,415 |
| 4 | $4,125 |
| 5 | $4,835 |
| 6 | $5,545 |
| 7 | $6,255 |
| 8 | $6,965 |
| Each additional person | Add $710 |
You also need to be responsible for your heating costs, either by paying the bill directly or as an undesignated part of your rent. (921 KAR 4:116) (Louisville Metro, LIHEAP) CHFS adds a savings test: liquid resources of no more than $2,000, or up to $4,000 if a household member has a catastrophic illness and the money is used for medical and living expenses (official limits). (Kentucky CHFS, LIHEAP) Help you got from earlier LIHEAP components, such as the fall subsidy, does not count against you. (Louisville Metro, LIHEAP)
Why 150 percent and not 130: Kentucky's regulation sets the base limit at 130 percent of poverty unless program funding is enhanced or the Cabinet approves an increase. (921 KAR 4:116) The state's FY 2027 LIHEAP plan lists 150 percent for heating and crisis help, and Louisville Metro's 2026 to 2027 table uses the 150 percent figures above. (Kentucky CHFS, FY 2027 LIHEAP State Plan) (Louisville Metro, LIHEAP) The CHFS program page still describes the subsidy at 130 percent, so if you are between the two, ask your local agency which limit it is using. (Kentucky CHFS, LIHEAP)
Add up every paycheck and benefit your household got last month, before taxes, and compare it with your row in the table.
When can you apply for the fall subsidy?

Louisville Metro Government lists fall subsidy enrollment as November 9 to December 18, 2026, "or until designated funds are depleted, on a first-come, first-serve basis." (Louisville Metro, LIHEAP) CHFS describes the subsidy as a November and December program. (Kentucky CHFS, LIHEAP) Under state rules, start and end dates depend on available funds. (921 KAR 4:116) Some older listings, including the federal LIHEAP Clearinghouse profile for Kentucky, still show November 3 to December 12. (HHS ACF, LIHEAP Clearinghouse, Kentucky) The current window posted by Louisville Metro is November 9 to December 18, 2026, so go by your local agency's date. (Louisville Metro, LIHEAP)
That makes the first weeks of the window the safest time to apply. In Louisville, appointments open through an automated phone and online system that runs 24 hours a day, seven days a week. (Louisville Metro, LIHEAP) Outside Louisville, call your local Community Action agency early in November and ask how to book.
Put November 9 on your calendar and call for an appointment that week. Funds can run out before December 18.
How does the subsidy benefit work?

The subsidy is a one-time payment toward your heating costs for the season. Kentucky sets the amount from your household income and your type of heating fuel, and the households with the lowest income and highest heating costs get the highest benefits. (921 KAR 4:116) Households in federally assisted housing, or that get a utility allowance, are eligible for lower benefits. (921 KAR 4:116)
You never receive the money yourself. The payment goes by check to your energy provider, or to your landlord if heat is part of your rent, and you can ask to split it between more than one provider if you use more than one. (921 KAR 4:116) We did not find a final benefit amount table for this season on an official Kentucky page as of October 26, 2026, so treat any amount you hear before your appointment as an estimate.
Timing after you apply: your agency must decide within 5 working days of getting all the required information. If something is missing, you have 5 working days from the date you apply to provide it, or the application is denied. (921 KAR 4:116)
Bring every document to your appointment so the 5 working day clock starts right away, not after a second trip.
What is crisis help, and when does it run?

Crisis help is for households about to lose heat. It runs from early January until the middle of March, or until funds run out. (Kentucky CHFS, LIHEAP) On top of the income and heating cost rules, you need one of these: (921 KAR 4:116) (Kentucky CHFS, LIHEAP)
- A past-due or disconnect notice, if natural gas or electric is your main heat.
- Four or fewer days of fuel left, if you heat with propane, fuel oil, kerosene, coal, or wood.
- An eviction notice for unpaid rent, if heat is included in your rent.
The benefit is the minimum amount needed to end the crisis. For natural gas or electric, the state regulation caps it at $400 (official cap), and for bulk fuel at deliveries such as 200 gallons of propane, fuel oil, or kerosene, unless funding is enhanced. (921 KAR 4:116) Households at or above 75 percent of poverty pay a share, or co-payment, of that amount. (Kentucky CHFS, LIHEAP) Agencies must resolve a crisis within 48 hours, or 18 hours in a life-threatening situation. (921 KAR 4:116)
For winter shutoff protections, including Kentucky's Certificate of Need, see help paying electric and gas bills in Kentucky.
If you get a disconnect notice, call your Community Action agency the same day and say it is a crisis.
What documents do you need?

Louisville Metro lists these documents for every applicant: (Louisville Metro, LIHEAP)
- Proof of where you live, such as a photo ID, property tax bill, or lease.
- Proof of Social Security number, or a permanent resident card, for each person in the household.
- Proof of income from the previous month for everyone in the household.
- Your most current electric bill, a statement from your landlord if electric is in your rent, or a statement from your utility if you use a prepay electric program.
- The account number and the name on the account for your main heating fuel and your electric bill.
The state regulation lists the same core items: proof of income, your most recent heating or cooling bill or proof that heat is in your rent, household details, and a Social Security number or permanent residency card for each member. (921 KAR 4:116) For a crisis, bring the shutoff notice, low fuel proof, or eviction notice too. (Kentucky CHFS, LIHEAP)
The statewide CHFS list adds two more items, so bring these too if you live outside Jefferson County or your agency asks: (Kentucky CHFS, LIHEAP)
- Proof of everyone who lives in your household, such as birth certificates or school records.
- Proof of U.S. citizenship or permanent residence.
Make a folder this week with last month's pay stubs or benefit letters and your newest utility bills.

Save two numbers in your phone today: your local agency, and (502) 991-8391 if you live in Jefferson County.
What if heat is in your rent, or you are denied?

Heat in your rent still counts. Kentucky LIHEAP covers heating costs you pay as an undesignated portion of your rent, and in that case the payment goes to your landlord. (921 KAR 4:116) (Kentucky CHFS, LIHEAP) Bring a statement from your landlord that utilities are included. (Louisville Metro, LIHEAP) For how other states handle this, see heat included in rent in Kentucky.
If you are denied, or your application is not acted on in time, you have the right to an administrative review by the agency, and if you disagree with the result, you can ask for a hearing. (921 KAR 4:116) Louisville Metro posts a LIHEAP Notice of Appeal Rights form on its page. (Louisville Metro, LIHEAP)
Kentucky also offers a summer cooling program, but only when extra federal or state funds are available. An air conditioner may be provided where a household member has a health condition verified by a doctor, is 65 or older, or is under 6. (Kentucky CHFS, LIHEAP) (921 KAR 4:116)
If your landlord pays the heat, ask for a signed statement saying utilities are included in your rent before your appointment.
